If the ACC is only going to have 12 football members

then it may make more sense to eliminate the protected cross-division game. Instead divide up the opposing division into 2 groups of 3 that rotate every 2 years. Also, if the ACC goes with the group of 3, then it may make more sense to re-align north-south. VT would be in the North with Notre Dame, Pitt, L'ville, UVA, and either Duke or UNC (not sure who is more north). So VT's cross-division games would be (example purposes only):

Odd Years: Miami, Clemson, Duke/UNC
Even Years: FSU, GT, NC State

Some annual rivalries may have to be sacrificed, but it may be worth it to complete the cross-division cycle quicker and eliminate the cross-division game. If the ACC is going to keep the cross-division game, then I would rather see the ACC give equal access to states/regions to both divisions. So the pairings would be something like this:

UVA-VT
Clemson-GT
FSU-Miami
UNC-NC State
Duke-Pitt
Notre Dame-L'ville

I guess Duke-Notre Dame and Pitt-L'ville could work too. Maybe even Notre Dame-Pitt and Duke-L'ville, but that is probably my least favorite option among the 3.
